Fortunately, the process is easy, and you can do most of it online, although you may need to pay a deposit, particularly if you are setting up service as a new customer.

San Antonio utilities are more affordable than the national average. The average cost of utilities in San Antonio is $233 according to Doxo, well below the national average of $316.

San Antonio ranks #8 among Texas metro areas for average monthly bills. San Antonians pay $1,875 on average per month for bills including utilities, rent, mortgage payments, and auto insurance. By comparison, Dallas-Forth Worth residents pay $2,103 and Houston residents pay $2,080.

Gas & Electricity in San Antonio | CPS Energy

San Antonio is one of just 15% of cities in Texas without electricity deregulation. The only provider of electricity in San Antonio is CPS Energy. The municipal electric provider was purchased by the City of San Antonio in 1942 and serves nearly 850,000 electricity customers and over 350,000 natural gas customers. CPS Energy has a service area covering all of Bexar County and portions of the surrounding seven counties.

San Antonio Electricity Rates & Gas Rates

New CPS Energy rates went into effect in February 2024 with a 4.25% increase.

Your residential San Antonio electric bill includes the following rates:

  • Service Availability Charge: $9.50 (minimum bill)
  • Energy charge: $0.07503 per kWh
  • Peak capacity charge: $0.02150 per kWh exceeding 600 kWh (only June to September)

CPS Energy natural gas rates:

  • Service Availability Charge: $10.36 (minimum bill)

In 2022, the average CPS bill was $178.64, but the average bill peaked at $241 in September with record power use due to high temperatures. When it comes to the average monthly cost of electricity, San Antonio is one of the most affordable cities in Texas.

Transfer or Start CPS Energy Service

If you are an existing CPS Energy customer, you can transfer service to a new address online through your CPS Energy account. Otherwise, you register online for new electricity service. You will need the property address and a Social Security number and/or driver’s license number. You may be required to pay a deposit.

CPS Energy Bill Pay

The easiest way to pay your San Antonio electric bill is online. You can pay online with or without a CPS Energy account. You can pay by ACH, debit card, or credit card with an option for one-time payments. Credit card payments have a $2.35 convenience fee.

To pay in person, you must visit a Customer Service Center. Credit card payments are not accepted in person. Payments can also be made at partner locations including H-E-B Grocery and Woodforest National Bank with a $1 fee.

San Antonio Water Utility | San Antonio Water System (SAWS)

San Antonio Water System is a public utility. Owned by the City of San Antonio, SAWS provides water and wastewater utility services to over two million customers in the metro area.

Average San Antonio Water Bill & Water Rates

In 2023, San Antonio Water System updated its rate structure, which lowered bills for most residents and increased the average commercial bill. The average SAWS bill is $60.88.

SAWS has monthly water rates based on usage per 1,000 gallons and the type of service. For residential water and sewer customers, there is a Service Availability Charge based on water meter size. The two most common meter sizes and minimum monthly charges are:

  • 5/8” meter: $9 water + $10 sewer charge
  • 3/4″ meter: $11.93 water + $13.89 sewer charge

There is an additional Uplift Assistance Program fee, which funds payment assistance for residents in need. The fee is $0.32 per 1,000 gallons.

For customers inside the city limits, here are water rates per 1,000 gallons.

  • Up to 4,000 gallons: $0.907
  • Up to 7,000 gallons: $1.678
  • Up to 12,000 gallons: $3.039
  • Up to 20,000 gallons: $3.991
  • Over 20,000 gallons: $5.669

The monthly sewer volume charge is $2.539 up to 4,000 gallons of water usage and $4.444 above this threshold.

The SAWS Uplift Assistance Program provides a substantial reduction in service charges and water usage fees. Households with income at or below 125% of the federal poverty level can qualify.

Start San Antonio Water System Service

You can start SAWS service online. You will need the property address, valid driver’s license, phone number, mailing address, and birth date. You may need to submit a copy of your lease if renting or a purchase agreement.

You will be prompted to set up an account if you are not transferring your service.

You can also visit a customer center or call (210) 704-7297 to start water service.

Starting new residential service will require paying a deposit. The deposit is $100 or $50 if you qualify for the Uplift Assistance Program.

SAWS Bill Pay

The easiest way to pay your San Antonio water bill is online through your SAWS account. You can set up recurring payments with a bank account, credit card, or debit card. Automatic direct debits have no fees.

One-time payments can be made without an account through KUBRA EZ-PAY with a fee of $1.85 per $500. You can pay by phone by calling (210) 704-7297. Phone payments are processed by KUBRA and have a convenience fee.

To pay in person, visit one of the two SAWS Customer Service Centers or through a partner pay agency. Pay agencies like Ace Center and H-E-B Grocery do not accept debit or credit card payments and only allow payment on current bills being paid in full.

Trash Collection & Recycling | City of San Antonio Solid Waste Management

The City of San Antonio handles residential curbside trash and recycling collection once per week. Residents must sort waste into brown garbage, blue recycling, and green organic carts. Bulky item and brush collection is offered two times per year with the month based on the service area.

Solid Waste Management hosts many events throughout the year including household hazardous waste drop-off events each month and one free landfill day per quarter. For neighborhood cleanup events, Solid Waste Management provides large containers at no cost.

The department also handles dead animal collection with no additional fee.

Outside of seasonal events, customers can use several permanent drop-off centers. There are two brush, four bulky item, and two household hazardous waste drop-off locations.

Solid Waste Management uses a Pay As You Throw system. Residents can choose the size of their garbage container with rates based on container size:

  • Small (48 gallons): $19.26
  • Medium (64 gallons): $24.26
  • Large (96 gallons): $34.75

Additional garbage containers can be added for an extra cost.
